Yes you can right click on the file and choose Open With from the right click menu, then Choose Program and then pick out Notepad from the list. An easier way would be to put a shortcut of Notepad in the Send To folder ( I can't remember if it is there by default or not) So you would right click on the file > Send to > Notepad and the file will open up in notepad
