I don't think there is any way to start Windows XP in DOS mode. However, if you use F8 to get the boot menu, you can boot into Safe Mode with Command Prompt, which opens a DOS-like command prompt. From there you can issue any available DOS commands. Use Help to find what commands are available, and how to use them.

Most of these commands can also be run from the Command Prompt in normal XP mode, so there is no use to boot into Safe Mode.

If you have Windows XP home, there is a trick that might work. A few times I've been able to get into a computer running XP Home by booting into Safe Mode, going to the Users applet and blanking the password for your account.
