MS Excel SLOW!

I have the most annoying problem with Excel. When I'm editing a file, Excel will pause for 7-8 seconds during the most routine tasks. It can be as simple as changing a font to bold, moving a cell from one location to another, etc. The computer is not hung as I can use other programs in the background. I also have the CPU monitor running, and it's not taking any CPU time. So what is going on? It's significantly slowing my productivity, and causing me to swear most unprofessionally.

I'm running Excel 2000 on Windows 2000 (it's an IT-controlled work computer- no upgrades allowed), but the processor is 2.8GHz with 2GB of RAM so it shouldn't be a speed issue. I know the software is old, but I ran it years ago on my home PC which was a lot slower than my current computer and I never experienced these issues. Any help would be appreciated.
