I cannot remember what this is called

Basically a user (computer) sends a Hello request. It is requesting a secure connection. The server responds with a reply, or an ACK trying to determine who or what is requesting this information. The computer then replies with who it is, and the server replies with a key.

I remember programming this on Cisco routers, but I believe the same thing is done with a computer SSL key. Does anyone know what I am talking about?
