Change Registry Permissions Through GPO?

There is a new proxy tool that can be run from a memory stick (not installed), that circumvents content management tools and firewalls. It edits the proxy configuration of IE while it's on. I won't name the product, as I don't want to advertise it.

Is there a way to change the permissions to a specific registry key through GPO? I want to make the proxy settings read-only for specific users.
