If it is lower than the main case fan (the one at the back level with the CPU) then it would be better drawing air into the case. If at the same level of higher than the main case fan it should draw air FROM the case.Always remember that hot air rises so, cold air (low down) INTO the case, hot air (higher up) OUT.
