blue screen when plugging in USB devices

My daughter has a Dell PC with a 1.8ghz processor and 256MB ram. If the Epson Printer is off and you turn it on, the BSOD comes up and you have to manually reboot. Also, if the computer is on normally and you plug in her digital camera to the USB port, you get the same blue screen. Now, with her new ipod, I can plug it in and I see the "found new USB mass storage device" baloon and then a few seconds later I get the blue screen.

Here is what I get on the screen:

IRQ_NOT_LESS_OR_EQUAL

STOP: 0x0000000A (0xE1F16448, 0x000000FF, 0x00000000, 0x80563FBA)

another time it gave this string:

STOP: 0x0000000A (0xE1D4B6D0, 0x000000FF, 0x00000000, 0x80563FBA)

I've tried updating the USB host drivers, but the file info didn't change. Does anyone have any suggestions?
