How to deny shutdown if other users are logged in

Hi All,

I'm struggling to somehow deny a normal user from shutting down the computer if someone else is logged in (under Vista). It's ridiculous that, even when an administrator (for god's sake!) is the other user logged in, a simple user can just click 'ok' to the warning message, and shut down the computer. The only option I found is to altogether deny that user the right to shut down, which I don't want to do.

So, is there a way to deny a user to shut down if others are logged in? (Or simply to set Windows not to shut down if multiple users are logged in?)

Unfortunately this may not be possible. Even if there was a way to do this, what is stopping the user from pressing the power button, or pulling the plug? I do not think there is a way to do this, other than to deny shut down completely, but then again, they could pull the plug as disabling shutdown is just a software issue.

ive been trying to find a way round this and can not find one, I have even searched google and not had much luck :(
