wireless IP address 169.0.0.0

I am an administrator for a wireless network. I get users registered into my secured network by MAC then they are off to the web. Lately I have had several users to come in to register (some with brand new laptops and others that have had theirs for some time) but after getting their MAC in the system that uses DHCP, there is already an IP address and it is 169.?.?.? I have tried everything I know to get rid of it but nothing works.

1. Release/Renew

2. Static IP then back to DHCP

3. Disable/enable the NIC

4. Windows repair (which essentially did the above)

5.Double checked the WEP encryption which my system picks automatically
