lost logon PW for laptop running W2K

I was given a seven year old Dell Inspiron 8000 laptop by a VB programmer who cannot remember his logon PW for the W2K OS. I have tried a new HD and replacing the broken CD-ROM which would only fit where the floppy drive was, and therefore I now get "Optical Drive not Found" and am unable to install a new OS on the new drive. I have spent about $150 on the CD-ROM plus the new HD and furthermore I could have gotten this same laptop on eBay for about $100. But I would still like to know if there is any way I can get past the Password and open Windows, otherwise I'm abandoning anything further.

I should say that I COULD take out the new CD-ROM out and put the floppy drive back in. Would this increase my chances? BTW, I am not all too computer-savvy.
