Speeding up your PC, what to do when all else fails?

So at work this one computer was just being so slow and unresponsive, browsers would take like 30 seconds to open and everything was just plain slow. I removed a lot of start up items, ran multiple scans...blah blah the usual. I even got the total average numbers of process down to about 28. And still the computer was acting mega slow.

So I reinstalled windows, a fresh install, wiped the hard drive clean...fun stuff

And even still after all of this the computer wasn't that much better!?!?

The specs seemed good enough about a 1gig of ram, a Pentium4 2.8ghz. It's a Dell.

So what could be wrong here, its got to be a hardware issue considering I did a clean install.

Can processors slowly go bad?
