reinstalling applications after reformatting...

I'm actually going to be setting up my Mac with Parallels to run windows 7.

Currently I'm using Bootcamp on my Mac to access XP.

My main question here is, I have a lot of Apps, i.e. Office, Visual Studio 2008, MySQL, etc...

Can I just reinstall those programs using the same serial code? I'm not sure if there is going to be a problem with windows seeing that those programs have been installed for a second time and if something will happen when I go to re-register those programs?

Normally you can reinstall such applications, but initially some of them may not be recognised as genuine because of your new set-up. Microsoft products have a procedure to re-register their products using the phone. Just follow the prompts on the screen. Other apps will vary depending on the product and you may have to communicate with the company to find out what to do.

Installation permissions vary from program to program and between versions of the same program. For example, I have a copy of MS Office 2007 Ultimate which is permitted to be loaded on two machines - a desktop and a laptop but an old copy of MS Word is for one machine only. Some other programs do not have this.

Normally, you can change machines on which a program is installed provided it is removed from the first machine.

As this is such a complicated area of legalities and permissions, the only way to be certain is to check individual EULAs and, if that fails, the manufacturer.
