Can I install windows on one computer and have it run on another?

This is a project involving many computers a few windows(es).

The primary operating system of these computers is not windows.

However windows is required for occasional calibration.

All computers have identical hardware.

If I install windows XP on one computer, can I swap hard drives and have windows running instantly on another computer?

Can this also work with windows embedded?

No.

Windows "knows" the computer on which it is activated. Swapping the hard drive to another machine will result in the system not functioning properly. It will "phone home" and sooner or later cease to work.

These computers have no network access. Do I have better luck this way?

The Windows installation is set up for the hardware (and software) arrangement when it is first loaded. Small changes are often ignored but large changes - such as swapping to a different machine - will be seen by Windows as a new install and require a new Product Key and reactivation. Even if the hardware is apparently identical, it will have different serial numbers etc.

This defeats the whole object of what you want to achieve.

You state this is required for calibration. Would it be possible for the item needing calibration to be connected to a permanent Windows machine?
