reinstalling windows

No, not unless your PC/laptop has a built in recovery partition,

or

You have previously made a disc image of your previous installation.

If you have the Windows Product Key (and the hardware has not significantly changed) then you can use any other CD/DVD of the same version of Windows to do a re-install from scratch - but you will need to re-activate it.
