Open Task Manager and click on "Processes". This will tell you what is doing what.

To access Task Manager press Ctrl + Alt + Del in conjunction.

When we find out what is doing it, we can then possibly find a way to fix it. Quite often, things like Indexing Services cause this.

Be careful not to confuse "System Idle Process" with CPU activity. A high figure in that shows the CPU is doing the opposite of what it seems - that is idling, not working.
