windows users policy

hi we're using windows 7 hp. i was wondering if the policy for users can be set, i had thought this was only a professional or other edition feature. i audited our network and we got a 1.25 out of 10 security rating (belarc). i've done much to try and improve the security, but i can only seem to get a decent reading from like secunia software patcher. i have a lot of security related questions, including on software topics of like wireshark, secunia, or nessus, or gfi. but i don't want to just spiel. so for starters, what can i do about user policy not having a professional edition of windows.
