INSANELY annoying sound/video/stream bug

i get that error when posting... ill try post as a reply if this post even gets through..

This issue is really getting on my nerves as a music addict.. and i do watch a lot of movies

Right now i captured a piece of video showing the issue, i think that is the main issue.

The other issue is that my video and sound "lags" , i think it's related to the video going green but i really dont know anymore.. tried everything

Lag explained in this situation...

video and sound - freezes for (guessing) 0.7 sec , (so when i watch a movie it suddenly stops for a small amount of time and continues at the time it should without stopping) , sound does the same but "loops"the soundframe , so i get a very annoying buzz in my music often

Same with input , moving mouse, it freezes for less than a second and once freezing stops it is at the destination it should, same with text... same with everything
