Check the Task Manager > Networking tab. If there is huge bandwidth being consumed and you are not eating; you got issues. Password protect the network (make it interesting and indicate a security-breach) and give out the password as needed: But one at a time and monitor bandwidth as each is connected.

Not an answer to the software, but common sense can help determine who is the bugger of the bunch. :)
