Why aren't nodes on this network marked with ns names?

I have noticed that a document at http://vipl.ict.ac.cn/sites/default/files/papers/files/2013_PR_mnkan_Adaptive%20discriminant%20learning%20for%20face%20recognition.%20Pattern%20Recognition.pdf is very slow in loading from here in Malta, EU.
