File Server

So If I was to get a simple computer nothing fancy, with a NIC and some HDD. Connect it on the network I could use it as a file server?

Very basically of course.

However, what about restrictions to drives, folders, files I would need the OS to do that, would XP Pro do?

Yep, any old machine running an OS and using some form of file/print sharing connected to a network can theoretically run as a file server.

I should point out though, that in real life, a file server tends to be a hefty piece of expensive kit due to the large demands that will be placed on it.

I assume you are talking about home use, so for security I would suggest any OS from Win2k or above. That way, you can set the permissions on the directories you wish to "share" on your network.
