Broadband providers and Internet phone services must comply with requirements designed for the traditional phone network, the Federal Communications Commission said in a preliminary decision Wednesday.

The 5-0 vote by the FCC is a major step toward regulations designed to help police and spy agencies eavesdrop on all forms of high-speed Internet access, including cable modems, wireless, satellite and broadband over power lines.

"Above all, law enforcement access to IP-enabled communications is essential," FCC Chairman Michael Powell said. These "requirements can and should apply to VoIP and other IP-enabled service providers."

IP refers to the Internet Protocol, a fundamental underpinning of the Web, and VoIP is a voice technology that uses the protocol to direct phone calls over the Internet.

Should wiretapping like this be allowed in the first place? Isn't it a little too much?

This should be stopped instantly, and only communications to and from terrorists and criminals should be tapped. Their identities could easily be ascertained by making it compulsory to disclose this to the ISP before an email account is set up.

Well O.K. if it seems a bit difficult to comprehend look at in another way. The ISP asks each account holder/applicant "Are you a criminal or a terrorist?" If the answer is "NO." then the account holder/applicant is free to operate as we ddo now. If the answer is "YES" then the ISP can insist that all communications are inpected by the company and any dodgy stuff can then be passed onto the police. It seems so simple to me that it could have been devised by our saviour St. Tony himself.
