Unfortunately, far too many people are dazzled by "officialdom" and as soon as anything out of the ordinary happens, especially apparently connected with the law or business, they go into robotic "I must obey" mode and carry out any instructions given, no matter how bizarre. Remember all those TV programmes where people carried out some of the most ridiculous actions just because it was requested by an "official". Programmes like Candid Camera, that awful Jeremy Beadle's efforts and such like.

This may seem a bit harsh but people taken in by these scams perhaps ought not to be in charge of their own affairs, especially money.
