The Hertz in reference to monitors is the refresh rate - the speed at which the screen is refreshed in number of times per second. A low speed will show flicker and can cause headaches. Too high a speed and your monitor won't function.

It's a matter of personal choice which refresh rate you use within the acceptable range and most people find 75Hz to be about right.

On smaller monitors (14") few people notice any change above 60–72 Hz. On larger monitors (17", 19") most people would experience mild discomfort unless the refresh is set to a more comfortable 85 Hz or higher. 100 Hz is comfortable for most people.

I read somewhere that it is best to consult with the video card and monitor manual, and to use the highest supported refresh rate between the two. For example, if you Video card can support 100 Hz, and you monitor can support 85 Hz, set it to 85 Hz.

Then again, with most new monitors being LCD, refresh rate no longer matters.
