ɹəuəllıʍ ʇɐb
OverviewThis update resolves a performance issue with the Phishing Filter. When visiting certain web pages, the Phishing Filter may increase CPU usage while evaluating the page contents and the system may become slow to respond. This problem occurs on pages that contain multiple frames or when multiple frame navigations occur quickly. After you install this item, you may have to restart your computer.[Edit] KB928089 for different environments:Update for Internet Explorer 7 for Windows XPhttp://www.microsoft.com/downloads/details...5b-74430e9e2ad4Update for Internet Explorer 7 for Windows XP x64 Editionhttp://www.microsoft.com/downloads/details...d5-d2f56e5d1bdcUpdate for Internet Explorer 7 for Windows Server 2003 Service Pack 1http://www.microsoft.com/downloads/details...8f-e91b5609631fUpdate for Internet Explorer 7 for Windows Server 2003 x64 Editionhttp://www.microsoft.com/downloads/details...ca-1604379077dcUpdate for Internet Explorer 7 for Windows Server 2003 for Itanium-based Systemshttp://www.microsoft.com/downloads/details...17-073ab1c52f70

ɹəuəllıʍ ʇɐb
Nope; for unknown reasons this update is kept very low key. Since it is not a security update, it may come in as an optional update with the January batch of updates.

ɹəuəllıʍ ʇɐb
If you do not encounter any performance problems with IE7, then it's ok to wait.
