If you going to have a major earthquake , lets make it a total disaster .....! perhaps Interestingly the Japanese are using the French all or nothing model in radiation fall out dispersal , build the plant on the coast and its a 50/50 large scale contamination disaster, depending on prevalent wind direction ....(Large scale heat dispersal is also cheaper to due to the unlimited water supply ...) ... One was a device that you plug appliances (TV's) into so that when it goes into stand-by mode, it cuts the power useage to 0.
