You could try removing Windows Installer 3.1 via Control Panel / Add and Remove Programs

Then go to Windows Update and install it again ?

or

Check Windows Services to see if the "Windows Installer" Service is started ? If not - start it and change this Service to "automatic".

Be warned, if you are not experienced in accessing the innermost parts of Windows such as the registry, be VERY careful.
