Access Permissions

One day , when i loaded windows , i got this error saying "Could not load *********'s configuration file. Please check access permissions to C/Documents and Settings/Program files..."and my program couldn't load.When i go to program files foulder, i can't share it but i can share the downloads foulder (Also in C)...Also i cant check C drive for errors, defragment it and etc. ... If smn can tell me how to fix this all i can say is ," I <3 you "

It would be much better if you used English. If this is text speak it is not easily understood by all forum members.

Yeah, i never really understand it... But what i hate more is that damn way of typing that "hardcore hackers" use. lol. Stupid. Like t = 7, o = 0, I = 1, and stuff like that.

Have you tried user permissions in accounts? Or restoring everything back to whenever you could last do it?

Okay lol , sorry about that, I'm used to typing this way... Anyhow, I haven't tried restoring everythink back, because this happened quite a while ago, and i've done some major stuff since then ... And no, i haven't tried user permissions in accounts... I'll give it a shot tho...

I was really looking for a quick fix that i could do, because i'm gonna get a new PC soon anyways,and this really doesn't bother me that much,except not being able to run the program i spoke about.If someone could give me a hint on what i could try, i'd appreciate it.
