Many of the small businesses packed up and left the borough because of the high rates that had to be imposed to pay for such jobs.The best teching I know on this is from Charles Dickens' Mr Micawber:"Annual income twenty pounds, annual expenditure nineteen ninety six, result happiness. Annual income twenty pounds, annual expenditure twenty pounds ought and six, result misery."Applies to countries as well as people and businesses.
