Extremely annoying XP problem, still no answers...

I've posted this before, but no answers. I'm really trying to avoid having to reload Windows, but this is REALLY getting annoying. First: I'm running XP Pro, fully updated, on a DELL XPS 600. IE 8 is installed, but the problem also occurs if I use Firefox.

I have a number of web sites I use alternately innumerable times during the day. I have desktop and quick launch icons. If I click one of the icons I get a large warning message that Windows can't find the URL, try retyping the address. However, the browser does go to URL anyway despite the warning. I can't then click any other icon until I close the warning message. If the browser is already open, the icons work fine and I don't get a warning message. Only if the browser is closed do I get this problem. I suppose I could train myself to keep the browser open at all times, but THAT'S almost as annoying.

There is NO infection. I've had the computer scanned using expert methods and numerous programs. Logs have been examined by experts. But no one seems to know what's wrong with Windows.

Doesn't quite equate with the statement of having "no answers" does it ?

Seemingly there is also no intent of the poster to carry out instructions, or help himself /herself in anyway whatsoever.

Meanwhile, back in the real world.
