Is there a writing software like Evernote that has toggling feature?

I would love to open several notepads at once each dealing with different topics (For example, one writing an article for my website, one for another article one for jotting any ideas that pop up, one for Things to Do, etc etc) And then toggle among them with CTRL 1,2,3 like you can do on web browsers. Is this possible with any existing software?

Only one instance of Notepad can be opened at a time. When I do CTRL + N, it asks whether I would like to save the current notepad and whether I choose yes or no it opens a new one in place of the old one. Also notepad can't do outlines, which is what I want to be able to do.

Yeah it can. To save your Notepad outline. Click "File," then "Save As" and type "outline" for the file name. Select the folder where you will save all your website files and click the "Save" button to save the file as outline.txt
