Polarised monitor

Never seen this before. Was doing a bit of browsing and spotted a 3D photo posted on another site. you knw a;; the edges were blurry, and thought do they work. So I dug out a pair of 3D cheepo specs (from when we went to see Starlight Express) and tried them on. Looking at this picture it didn't seem like 3D but the vision to my right eye was blacked out. I happened to tily my head and the image began to appear. Them looking at normal screen and realised that It was all vertically polarised, i.e. tilting the specs would blank out the image in one lens but keep on turning the it would blank it out through the other lens.

My Monitor is a Samsung SyncMaster 930BF. Question is this normal 'cause I've never seen this before?
