What has UAC setting got to do with opening .jpg?

I have new hardware and installed Windows 8.


So I scan a page and go to open it. It is now a .jpg file


It won't open and the pop up says it can't open the file because UAC is disabled! WTF?


I open the UAC window and it has no enable or disable button. It as a slide to notify or not about changes to the system.


What has the UAC settings got to do with opening a .jpg?



I change the slide setting and it makes no difference to the window popping up again telling me the UAC is disabled.

All solved but I don't know why.


So I have administrator rights.


I simply restarted the computer, it updated some things taking about 5 min, and presto it opened the .jpg when I tried.


Still don't understand how UAC was going to change it's ability to open the .jpg


Then again when it comes to technology I make fire by rubbing two sticks together.......
