I recently had to use the command prompt in Windows XP. I tried to paste text in using Control-V to paste the text, but I couldn't do it - however, you can right click from within the command box and select the "Paste" option. Simple as that.

A little less obvious is the way you copy and paste within a command box line. Here are the Microsoft instructions: "Select a phrase by moving the mouse over it while you hold down the left mouse button. Then right-click twice to paste the selection at the cursor's position."
