Scarecrow Man Posted July 22, 2004 Report Share Posted July 22, 2004 If you can reboot and shut down in safe mode properly, chances are it's not windows (or at least a system file) Make sure nothing is 'hanging' when your shutting down (close all apps and processes manually) and see what happens.
