cannot access https://

Solved

It was a certificate problem.

Apparently the certificate for this particular site was corrupted (how, don't ask me)

What I did was:

Tools > Internet Options

Click Content

Click Certificates

Removed all certificates (select all and click remove, for each category)

I probably should have only removed the one causing a problem, but this prevents future problems, if any others are corrupted. Now when the user goes to a web site with a certificate, they are prompted to install it again.
