TIP or else

American law is obviously even more stupid than British law. Let alone the issue of tipping, I have on the odd occasions told the management that the meal was awful and not worth the price charged. I have given a cheque for what I considered the meal to be worth and left my name and address. On one occasion in Scotland the proprietor who was considerably larger and younger than me asked me to stay while he called the police. After interviewing the proprietor and me, the policeman told me that I was free to go, and that the proprietor was also free to sue if he wanted to. One police man followed me outside and told me to get going, and that they would stay behind for twenty minutes to ensure that we were not followed. He congratulated me on my stand, and said that this particular restaurant had a lousy name locally, and that they had been ripping off tourists for years.

If I get good service then I leave a tip... if I don't then I don't.  I don't pay the staff's wages, the proprietor does.

My sentiments exactly!

However, here in America, because the wage for a waiter/waitress is usually very low, they have come to expect a tip.

I tip well for excellent service and little or nothing for less or no service. If a restaurant says a tip is mandatory I go elsewhere.
