Go to Control Panel, then Language Settings. I'm not sure, but Korean may be listed there.

This is for the basic Korean language support (fonts, IME). But to make Windows or other components appear in another language, you need the appropriate MUI (Multilingual User Interface Pack). Do a search for "Multilingual User Interface Pack" on the Microsoft website and you will find what components have an MUI available.

From the first link in my "see also" link above

How can I acquire Windows MUI?

The Windows XP/2000 MUI is sold only through Volume Licensing programs such as the Microsoft Open License Program (MOLP / Open), Select, and Enterprise agreement (or with a new computer as an OEM version at customer request). It is not available through retail channels.

So if your company has any of the agreements in that quote, you should be able to install it.

As an individual user, the only way is to request it as an OEM version when ordering a new computer.

Or, of course, you could just install the Korean version of Windows XP.
