Extremely sorry Gentlemen.

 What I want is When I go out of station from my office, I want to disable downloading and copying from any site by my subordinates.

I hope that is clear.

Add the website you want to disable downloading from to your Restricted Site list.

Tools > Internet Options > Security. Click "Restricted Sites", and click the sites button. Type the site address (www.example.com) and click add.

Well there are two options, from what I understand:

Using one of internet security utility packs, such as Mcaf. or Panda, you lock your explorer´s out-bound (connections to internet) by an Access code, unless you type in the right code, you will not be able to connect to any site,

Or take your "router" or "Modem" with you when you leave your office or station.

maybe there might be a third option, but I assume somehow complicated and slow, and that is making your subordinates understand that, "they should not be playing with boss´s PC at his absence".

The thing is this: In order to view a page, you must download it. So, if you don't want them to use the computer, simply password-protect it and shut it down. If you still want them to be able to view websites and etc, they're going to be able to download - you cannot stop it.

Do you mean this?

User Key: [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Internet Settings\Zones\3]
System Key: [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\
Internet Settings\Zones\3]
Value Name: 1803
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = downloads enabled, 3 = downloads disabled)

Although I just tried this and it does not work.

You're best to set up zones, and set the individual settings for each zone. This is explained better on this page.
