-pops-
My son produces DVDs on a commercial basis and he dreads putting subtitles on them as, even with professional editing facilities, it is time consuming, tedious and often difficult. ithonicfury
You could probably use FFmpeg, I beleive you'd have to do it with the command line since the Windows GUI is very stripped down though and probably wouldnt be incredibly easy until you get the hang of it. (FFmpegX for Mac does it fine, but thats probably not helpful to you)You could also try http://www.videohelp.com/tools/GUI_for_dvdauthor looks like it should do what you want. And it might also help if your subtitles were in a more DVD friendly format like vobsub or sup, theres http://www.videohelp.com/tools/srt2sup for converting to sup format and http://www.videohelp.com/tools/Txt2VobSub for vobsub. You could also look around videohelp.com (their forums have alot of guides, and their tools section has a bunch of DVD authoring programs)
