In my mind the "simplest" way to make a computer run faster is to reboot. Though temporary it is far simpler than running disk cleanup. And it didn't say "best" or "longest lasting" it said simplest. I bet my grandma could figure out how to turn a computer off (though starting at "start" might throw her for a bit), but I know she'd be unable to run disk cleanup without someone walking her through it.
