When they supposedly solved the 10p income tax debacle, the very poorest were still worse off. I read that El Gordo sees this as part of the means of kick starting the housing market. But it all sound so terribly tortuous and unlikely that it just might be true. It has the stamp of incompetence normally associated with the Brownies.
