Anti teenager set up......?

I spent a couple of hours yet again at my step-daughters last evening sorting out her Dell Vista Basic desktop computer. It would not boot into windows and kept freezing at a black screen.

I managed to boot into safe mode and carry out a system restore back to when all was OK - and the problem was overcome. I then uninstalled a number of bits of software and files that looked unecessary and a thorough scan revealed no obvious malware.

She has two teenagers who also use the computer who are each guilty of downloading and installing all sorts of free stuff - this is the third time in a month that I have had to sort out their computer problems.

Is there an easy way of setting up the computer so that they can all use it for normal purposes - but it will prevent new software from being installed ?

I know that I can set up a seperate account for each of them - leaving only my step-daughter with the administrator password - but within the kids accounts how do I carry out the restrictive settings?

Over-riding blocking software is a huge and popular pastime with youngsters and anything you install like that will be completely useless after a day, or less.
