This does not sound good

I was interested in the fact that it was LLU equipment.

LLUs use equipment installed in a telephone exchange by a third party company, such as Orange, instead of BT.

This same equipment (or more correctly the slow installation of it) that was blamed for the poor service performance by Talk-talk, and the start of their problems.

Where do BT fit into this business? Are they being unhelpful?

Why should BT be helpful? I'm not suggesting that they are behaving in anything other than a professional manner but they have been forced by Act of Parliament to allow other companies on to their premises and attach complex equipment to their own telecomms infrastructure. BT cannot be blamed when this equipment does not function correctly.

It is the owners/users/suppliers of the LLU hardware and software who are responsible for its functioning and maintenance.
