Only a few months ago they scrapped a prison ship, and now they are going to pay for more. Makes sense doesn't it? Also, why the hell don't they forget about the foreign prisoners human rights and ship all 10,000 at present in our prisons back home where they came from? if people want to live here, they should obey our laws, and not plead that they face death or longer imprisonment still if they are sent home. We have all the materials, stone, cement, sand etc. All we need are the chains to hold the prisoners together, to stop them escaping, and we can let them make that to start with. Not one of your better ideas, unless you leave them chained to the walls after they have built it.I think there would be some supervision. Buildings are usually constructed using plans.
