Display problems pls help

Hello, I have some strange display problems: please take a look at the picture:

As you can see there are very strange shiny bits on the blue background in part 1 and 2 and on a black background the icons is shining through the "My Computer" window in part 3 of the image. What is this ? How can i get rid of it ? Please help.

I am using TFT Samsung SyncMaster 740B digital ( i tryed analog conncetion and it's displays the same as on digital ), VGA: ATI x700, windows XP SP2.

Any possibility of trying a different monitor?

The problem may be due to your graphics card. Are the drivers properly installed? Again, any chance of trying a different card?

I changed my monitor 740B into very similar 740N and 740N does not display them shiny things any more. But 740B on the diferent pc still displays it. (The strange thing is that 740B working with the diferent pc displays them shiny things exactly in the same position where it was on my pc) I am using the same resolution on both monitors 1280x1024 32bit.

The other thing is that Print Screen funcion, does not show shiny parts in the image than i paste in to paint.
