Someone other than the casino owners are going to benefit. The people who are going to benefit are not the people of Manchester (and others). They will all be disadvantaged by it. My wife's brothers all used to bet on horses, and were always thrilled to get a winner, but then gave it all back to the bookie on the next race. What is the point?
