pawz7
check that the System Restore service is enabled, started and on automatic (in Administrative Tools-Services). Check in My Computer Properties, System Restore tab, or by clicking on the System Restore tab in msconfig that it is turned on. If you cannot get the service or the utility to start then that suggests that you might have malware on the computer.

-pops-
Download and run the free version of Malwarebytes/>http://www.malwarebytes.org/products/malwarebytes_freeIn your circumstances, though, I would be tempted to re-install Windows. pawz7
if you find you cannot run the malwarebytes setup ( because some malware disable that task as well), try renaming the malwarebytes setup to anything else you want, and then try setup again - and do it in safe mode with networking (F8 on boot)so you can update the utility, and then run it on a full scan.
