I have my reasons for thinking this might be a scam. 1. The senders address. I rather doubt that the government have sub-contracted the chore to a third party 2. I already have a Government gateway account. 3. I didn't pay any tax in 2017. 4. There is no way that the government would offer a tax refund out of the blue - you have to beg and plead for one for months 5.
