He was totally unprepared for the emergency that he and his transatlantic Master got us into, and now, all he just wants to do, is to tell people to be ready for an emergency. We're in one, world wide it gets worse by the day, and all he can do is go swanning off to Italy and the Olympic games, nicely surrounded by bodyguards and minders, whilst we are told to be prepared.
