Safe mode sets up the most basic Windows installation to enable troubleshooting and/or system restore without the potential interference by other "fancy" programs and software.

An option to access Safe Mode starts up automatically if Windows does not boot on the previous attempt.

If you want to access it any other time, hold down the F8 key while booting.

You may find the details here explain it for you :-

Not only Windows can be started in "Safe Mode", but also applications.

E.g. Internet Explorer:

iexplore -extoff

Firefox:

firefox -safe-mode

Outlook:

outlook /safe

This will launch the application without any extensions or plug-ins. This can be useful if the application does not start, or crashes in normal mode.

There are exceptions to this with some Mother boards. F8 on mine gives the option of booting from Windows or CD. F5 has to be pressed for safe mode options.. :D
